Pre-Election Testing of Voting MachinesPre-election testing is often called Logic and Accuracy testing, or L&A. In Wisconsin, L&A testing is the best way to promote accuracy of the machine count. Other methods such as manual recounts or audits before certification are not widely done in Wisconsin, although FEW is working to change that. Letter to State Elections Board (SEB) asking for statewide administrative rules for pre-election testing. At the November 2007 meeting, the SEB passed the following motion, according page 4 of the minutes. MOTION: DIRECT STAFF TO BEGIN TO DEVELOP ADMINISTRATIVE RULES FOR PRE-ELECTION TESTING AND PRE-RECOUNT TESTING OF VOTING EQUIPMENT.
