   Pre-Election Testing of Voting Machines

Pre-election testing is often called Logic and Accuracy testing, or L&A.  In Wisconsin, L&A testing is the best way to promote accuracy of the machine count.  Other methods such as manual recounts or audits before certification are not widely done in Wisconsin, although FEW is working to change that.

Letter to State Elections Board (SEB) asking for statewide administrative rules for pre-election testing.  At the November 2007 meeting, the SEB passed the following motion, according page 4 of the minutes

MOTION: DIRECT STAFF TO BEGIN TO DEVELOP ADMINISTRATIVE RULES FOR PRE-ELECTION TESTING AND PRE-RECOUNT TESTING OF VOTING EQUIPMENT.

July 2008 Letter to GAB criticizing the current procedure in the Election Administration Manual

Fair Elections Wisconsin is encouraging people to observe the pre-election tests of the voting machines.   Purposes:

  • Learn about the testing so we can criticize and contribute to the upcoming rules for testing.

  • Gather evidence to encourage prompt promulgation of rules for these tests.

In the February 19 presidential primary, there will be 8 Democratic and 8 Republican candidates.  In addition, there will be a line for "Uninstructed Delegation" and a line for a write-in.
