Moves fall primary to 2nd Tuesday in August, to meet the MOVE act.  Also prevents all voters from getting email ballots.  All absentees will be counted if postmarked by election day and rec'd by Friday. Sub amendment 1 also allows all absentee ballots to be counted if postmarked by election day and received by Friday after election. Also would allow polling places to be switched up to 30 days before an election.  Also:  "Currently, the municipal clerk or board of election commissioners of each municipality must, upon request of any absentee elector, transmit an absentee ballot to the elector by electronic mail or facsimile transmission. This bill authorizes and requires a municipal clerk or board to transmit an absentee ballot electronically only to a military or overseas elector, as defined in federal law, upon request of such an elector."
